GSMA Policy - Single Whole Sale Networks

The last couple of years have seen countries move away from interventionist spectrum policies such as single wholesale networks (SWNs) to other, more collaborative policies encouraging investment in underserved areas, delivering mobile capacity and encouraging adoption.


In a new report on single wholesale networks, the GSMA looks at the demise of this spectrum licensing approach and other more effective solutions to addressing coverage and usage gaps. The latter includes case studies from Brazil and the U.K.

All governments must carefully consider their approach to increase the quality and reach of next-generation mobile broadband. The best way forward is for governments, regulators, and mobile operators to collaborate on long-term solutions. Best practice learnings include:

🟥 Affordable access to low-band spectrum promotes mobile coverage and increases capacity.
🟥 Setting out a robust spectrum roadmap allows long-term planning and minimises OpEx.
🟥 Technology neutrality and spectrum refarming deliver efficiency.
🟥 Voluntary infrastructure sharing will support wider coverage.
🟥 Voluntary spectrum leasing or trading helps maximise efficiency.

China Mobile had 722 million 5G package customers, up 108 million from the end of 2022.

China Mobile released its 2023 Interim Results on August 10, 2023. The company reported strong financial performance, with  #revenue  &  #profit  increasing by 6.8% & 8.4% year-on-year, respectively.
